As an Administrative Officer, GS-0341-14, you will be part of the Office of the General Counsel (OGC), Office of Personnel Management. If selected, you will be responsible for participating, as part of the OGC management structure, in the overall direction of the office, including the establishment of organizational goals and plans.
Duties
The responsibilities include, but are not limited to:
Provide expert advisory and consultative services to management on administrative issues, including organizational structure, human resource issues and utilization, assignment of administrative work priorities, and organizational interrelationships.
Supervise the Administrative Operations Group.
Resolve complex and highly visible problems/issues in fulfilling mission requirements.
Serve as OGC's Resource Management Officer.
Coordinate with the Contracting Office to establish contracts and secure contract services to meet office needs and administer current contracts.
Implement the organization's budgetary program, policies, and procedures, including formulation and monitoring of the budget.
Evaluate the efficiency or effectiveness of organizational programs, projects, or operations.
Qualifications
For the GS 14: You must have one year of specialized experience which is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates experience with: 1) providing advice to senior leadership in the planning and execution of organizational goals and management priorities; 2) maintaining direct responsibility for the operation of an administrative support staff, including daily supervision of the staff; 3) managing administrative functions such as budget, finance, contracts, travel, HR procedures, and facilities; 4) collaborating, coordinating, or negotiating with internal and external stakeholders on behalf of senior leadership.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
