This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Action Officer for foreign countries responsible for the total managing of Foreign Military Sales (FMS) programs which involve the continual development, planning, coordination, implementation, and monitoring of all requirements/programs for the foreign countries.
Duties
Assist in the development, preparation, negotiation, and implementation of plans, terms of reference, agreements, and memorandums of agreements between the U.S. and designated country(ies).
Establish and maintain liaison with the various DA/DOD agencies involved in matters relating to program planning, logistics management, and related program management activities of the assigned FMS cases.
Determine the kind of information needed, its source, the methods of obtaining to show whether program objectives are accomplished in a timely and effective manner.
Participate in weapon system program planning and program management reviews.
Maintain production status reports for contractor performance as related to the foreign program necessary to keep the project and Director, Security Assistance Management Directorate apprised of interface problems.
Requirements

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the NH-02 or GS-11 grade level in the Federal service with specialized experience which includes coordination and synchronization of Foreign Military Sales (FMS) case requirements definition, functional allocation of FMS case requirements, management and oversight for case line development, case execution, and case closure as well as serve as liaison with Security Assistance Management Directorate (SAMD) responsible for program management, cross-functional coordination, contract requirements, Work Breakdown Structure (WBS) task development, and technical support.
