About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0CUAA US ARMY FUTURES COMMAND.

Duties

Plan, coordinate, and synthesize research from multiple sources and other analysts to produce diverse and complex, open-source and all-source intelligence products and responses in support of DOD and US Army concept and capability development. Brief intelligence assessments and positions to AFC staff principals, senior commanders, national intelligence community, and DOD policy officials. Ensure the finished product is consistent with applicable intelligence positions and policies. Provide subject matter advice and counsel to AFC, DOD, DA Staffs, Service Intelligence Production Centers, National Intelligence Agencies, and on the Operational Environment and threat related issues of command-wide impact. Screen and analyze intelligence on current and projected threats across a wide range of areas that includes force tactics, doctrine, and equipment. Conduct trend analysis regarding impacts to the future Operational Environment. Assess current and projected threat capabilities to produce threat documents, briefings, and instructions. Contribute Operational Environment and threat data to support scenario development and war-game objectives. Coordinate and recommend approval of threat products for AFC and subordinate elements. Participate in war gaming development and execution. Advise the Director of Intelligence, and the Senior Analyst, on future Operational Environment and emerging threat analysis priorities of effort to support wargaming and experimentation. Interact with AFC Futures and Concepts Center, Capability Development Integration Directorates (CDID), Defense Intelligence Agency, and other partners to integrate future Operational Environment requirements across all levels of experimentation. Represent AFC at future OE working groups. Serve as Intel Analyst performing a wide variety of intelligence work in support of concept and capability development. Conduct liaison with other Services, the Joint Community, academia, think tanks, and the private sector to analyze and produce future OE products. Apply professional knowledge of intelligence, threat analysis, and policy to produce required documentation and briefings in support of AFC requirements. Screen and analyze intelligence data at all classification levels. Provide professional advice on techniques and innovative methods employed in threat support, threat analysis, forecasting, and projection in order to win wide acceptance and cooperation. Coordinate and conduct participation in Workshops, seminars, war-games, tests, and working groups.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 25% of the time.
  • Two year trial/probationary period may be required.

Specialized experience is defined as analyzing and producing intelligence information to assess developments and trends for threat implications; and, employing anticipatory intelligence concepts to include the use of predictive analytics, statistical techniques, prediction analysis, and forecasting events based on social, political, economic, and/or security crises. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
