About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Eustis, Virginia, known for its association with Army Transportation, Army Aviation, and is the home to the Army's Training and Doctrine Command.
Duties
Represent the Command at senior level meetings, threat support working groups, and war-gaming and futures conferences.
Create methodologies, develop consensus, institutionalize procedures, and oversee processes for providing Operational Environment (OE) and threat support to war-gaming, modeling and simulation, field exercises, and experiments.
As a subject matter expert for threat capabilities and OE, develop projections in the form of reports, white papers, and prepare and present briefings.
Conduct analytical work to project future foreign technologies, organizations, doctrine, and the operational environment the U.S Army will confront in the next 5-10 years.
Provide quality support to Training and Doctrine Command Joint and Army Futures war-games, concept development and experimentation.
Screen and analyze intelligence and operational environment data on current and future threat force tactics, doctrine, and equipment to prepare briefings, papers and products supporting OE and threat analysis.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a TOP SECRET security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a Tier 5 (or equivalent) investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary duty (TDY) travel will be less than 20% of the work schedule.
- Two year trial/probationary period may be required.

Experience collaborating with external to Department of Defense experts in academia, industry, and the Intelligence Community on trends and Operational Environment attributes. AND
Experience analyzing intelligence and operational environment data on current and future trends and threats. AND
Experience creating and presenting briefings and operational environment assessments on the current and future operational environment.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
