DCSA's Program Executive Office (PEO) is seeking a Supervisory Program Manager (PM) to serve as the Deputy, PEO (DPEO) for a DoD DCSA PEO Acquisition Portfolio. The DPEO advises on policy and the direction for IT systems development, acquisition, contract oversight, and vendor management. As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:

- This is a critical acquisition position (CAP) within the DCSA Acquisition Workforce.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
- The incumbent must meet DAWIA Advanced certification requirements in Program Management, Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), or Project Management Institute Program Management Professional (PMP).
- AWF members must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
- This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position (CAP) Service Agreement Key Leadership Position (KLP)) and execute, as a condition of employment, a written tenure agreement.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Experience in program management and planning for the implementation, operation, and sustainment.
Acquisition management to provide acquisition system direction in managing cost, schedule, and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of the program(s) assigned.
Acquisition processes and familiarity with Information Technology systems engineering and operations.
Management analysis for analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes.
Specifically you will be evaluated on the following competencies:
1. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
2. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
3. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events.
4. Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationship with individuals/groups connected to the work effort; including those who are actively involved, results, have a vested interest in the outcomes (positive or negative).

Substitution of education may not be used in lieu of specialized experience for this grade level.
