You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) in the Manpower Management Division of HQ US MARINE CORPS.
Duties
You will review and research all requests for personal or unit awards recommendations submitted beyond statutory or regulatory time limits under
either 10 USC §1130 or waiver to 10 USC §6248.
You will review the recommendations received and assigns them to one of the two Human Resource Specialists (Military) in the Section to review and research based on level of workload already assigned.
You will prepare a detailed Information Paper containing the results of the Section’s review of the award recommendation.
You will be responsible for researching and preparing responses to the significant volume of Congressional and special interest correspondence.
You will conduct thorough research utilizing multiple resources and references to formulate a well—defined and supportable recommended Marine Corps position on a wide variety of proposed changes to military awards policy.
You will prepare the appropriate type of draft correspondence to convey the recommended Marine Corps position on proposals to change current awards policy and regulations, or to provide information on current or historical awards policy and practice.
You will review the Official Military Personnel Files of veteran Marines in order to provide a listing of military personal awards earned by the Marine.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: preparing awards recommendations; reviewing and researching historical documents to determine the validity of an applicant's request to receive a military award (e.g. personal, service, campaign or unit award); preparing responses to Congressional and special interest queries and/or correspondence on military award entitlements, policy and regulations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR
Combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
