You will serve as a Supervisory Human Resources Specialist (Employee Relations) (Employee Relations) in the Human Resources Directorate of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will supervise and provide advisory on disciplinary and adverse actions, grievances, performance management, awards and recognition, and work-life programs for NCIS, worldwide.
You will supervise and provide advice and make recommendations on constructive methods and best practices for dealing with systemic problems arising from indifference, personality conflicts, work performance or behavior, and leave abuse.
You will supervise and provide advice on regulatory and other requirements in effecting disciplinary actions, removals, suspensions, and resolution of grievances/appeals, and assists and advise on preventative measures.
You will supervise and advise employee and supervisors of entitlement and procedures to follow when and injury occurs.
You will administer the NCIS awards program.
You will supervise the NCIS performance management system.
You will supervise and inform injured employees of their responsibilities under the program by providing proper forms and procedures for filling compensation claims.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing expert-level strategic approach and recommendations and consultation on highly complex and sensitive Federal civilian employee relations matters, such as EEO, MSPB, adverse actions; developing and implementing Federal employee relations policies, consultation with legal adviser, i.e. general counsel, solicitor; experience interpreting and applying 5 CFR 752 and 5 CFR 432; and research and development of ER related policies and procedures.
