The primary purpose of this position is: To serve as an Air Operations Center (AOC) communications and information technology (IT) specialist, and as an instructor for the AOC Weapon System (WS) Formal Training Unit (FTU).

Duties

Performs services as a senior communications/IT specialist/instructor. Instructs students on technical communications and IT management through assigned blocks of formal training for technical courses involving management, IT program administration, policy execution, or similar subjects equivalent to undergraduate fields of study. Performs FTU course training development and execution related to IT or IT supported areas. Monitors, evaluates, and records student progress and performance. Represents the organization at meetings and functional area activities.

  • The employee must complete the Community College of the Air Force (CCAF) Academic Instructor Course (or acceptable equivalent) and command training standards, as well as obtain and maintain certification (con't)

  • Instructional systems development, curriculum development, and instructional technology experience (distant and resident training) are highly desirable
  • Highly desirable to have served in an Air Communications Squadron (ACOMS) and/or directly supported a geographic or functional Air Operations Center

Qualifications

Conditions Of Employment Continued: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instructor Series 1712 SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Analyzing, designing, and developing instructional materials for Cyberspace Operations. Initiating and planning development of training materials for course or cluster of courses well in advance of actual use using the Course Training Development Priorities Schedule. Establishing evaluation criteria, adapting/extending guidelines, and procedures; assessing status of course content and conducting evaluations in accordance with qualification training accreditation standards. Identifying and preparing solutions to problems concerning such issues as training development, materials, course content, and field manuals (FMs). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Detailed knowledge of a full range of communications architecture design principles, communications planning methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining IT services that enable Air Communications Squadrons to support functional requirements in the AOC. 2. Detailed knowledge and experience on Air Force AOC Weapon System baseline architecture to include, but not limited to mission applications (incl. web-based applications), C2/ISR systems, network architecture, interrelationships, operating modes, configuration, topology, defensive tools, core radio capabilities, and data link components. 3. Knowledge of Air Communications Squadron, Air Operations Center and Air Force Forces missions and relationships to determine coordination and liaison requirements and training audience strengths and weaknesses for program planning and execution. 4. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the analysis, objective determination, program development, assessment, and improvement of joint, AF, and multinational warfighting doctrine and AOC training programs, to include project design, development, execution, and assessment services. 5. Skill and ability to analyze complexities of existing technology and maintain an up-to-date awareness of technological advances, predict attainment of future requirements, review/revise/develop and initiate plans for training. 6. Ability to develop course materials and instructional methods, principles, and techniques to develop and instruct self-contained AOC training courses, obtain training resources, and assess overall effectiveness in meeting established training requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
