The primary purpose of this position is to serve as Instructor and Deputy Course Manager for 505 CCW's Air Component Special Technical Operations Planners Course (ACSTOPC) and as an operational level planning, Command Numbered Air Force (C-NAF) Air Operations Center (AOC), and/or Air Force Forces (AFFOR) Instructor and subject matter expert.
Duties
- Plans, organizes, coordinates, directs, manages and implements ACSTOPC course development and instruction.
- Applies military, AOC, Cyber Operations, and AFFOR Team experience.
- Key advisor to senior leadership providing C-NAF AOC/AFFOR-level operational C2 experience and subject matter expertise for integration of IJSTO across the five AOC divisions and AFFOR Staff.
- Develops practical training exercises. Develops, plans, coordinates, and integrates practical exercises focused on AOC, and AFFOR products and processes.
- Maintains professional and technical expertise.

- Integrated Joint Special Technical Operations (IJSTO), Special Access Program (SAP), Operational Command and Control (C2), space, and cyberspace operations and planning experience are critical to the successful completion of work.
- Must be able to acquire and retain a Top Secret (TS) clearance with SCI access in order to fully perform the duties and responsibilities of this position. A non-disclosure agreement must be signed.
- Incumbent must have extensive Air Operations Center (AOC) or equivalent operational level experience and knowledge of AF C2, SAP, and IJSTO processes.
- Position includes additional program security requirements in order to fully perform the duties and responsibilities of the position, to include Counterintelligence; a Polygraph may be required.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial pre-employment drug testing and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- May occasionally be required to work other than normal duty hours, and/or shift work may be required which may include overtime and/or irregular hours.
- Work will occasionally require travel away from the normal duty station on military or commercial aircraft.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required. Must possess a valid state driver’s license.

- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve").
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instructor Series 1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; to include knowledge of all aspects of military operations conducted across the competition continuum are required as is the ability to use SAP and IJSTO-related planning and integration skills to aid in the development and execution of training, planning, exercises, and experiments for both the Air Force and Joint forces training; Knowledge and understanding of current wartime planning and current national military strategy, operational Air Force Doctrine, joint doctrine, joint and Service planning models, operational design and airpower theory, cyberspace operating principles and doctrine, DoD policy and guidelines, and Air Force war and mobilization planning. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the application of military operations as it applies to assigned programs, operations, weapon systems, logistics support and personnel readiness in support of major military operations such as war, mobilization, deployment, PBBS, exercise, Special Operations, command and control, rescue, Information Operations, or similar operations. Operational experience in an Air Operations Center, Space Operations Center or Cyberspace Operations Center (or equivalent operational C2 node) is highly desirable. Previous SAP and IJSTO experience is highly desired.
2. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
3. Knowledge of the application of SAP/IJSTO operational-level C2 expertise as it applies to course development, assigned programs, and assigned weapons systems to include Joint/Combined Air Operations Center, Cyberspace Operations Center, Air, Space and Cyberspace Command and Control, functions, organization and processes.
4. Knowledge of the mission, roles, functions, organizational structures, and operation of agency organizations to provide input or study support to 5055 CCW, HQ USAFWC, HQ ACC/A3I and AZX, and HQ USAF/A3O-OZ. Skill in planning and executing various mission specialties in support of joint task forces and air component objectives.
5. Ability to apply a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of plans, operations, exercises, and training events. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing as an instructor, negotiate complex issues, and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
