Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
Experience in program management and planning for the implementation, operation, and sustainment, of the information technology infrastructure
Acquisition management to provide acquisition system direction in managing cost, schedule, and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of the program(s) assigned
IT systems acquisition processes, and technical skills IT systems engineering and operations; and management analysis for analyzing requirements, legislation or regulations, effectiveness, functions and activities, and proposed changes.
Specifically you will be evaluated on the following competencies:
1. Program Planning, Review and Evaluation- Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results.
2. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
3. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events.
4. Stakeholder Management - Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationship with individuals/groups connected to the work effort; including those who are actively involved, results, have a vested interest in the outcomes (positive or negative).
