The primary purpose of this position is to serve as a Management and Program Analyst managing the Armed Forces Health Professions Scholarship and Financial Assistance Program (AFHPSP/FAP) and Health Professional Education Requirement Board (HPERB) programs; provides comprehensive administrative, academic, and personnel support to the students enrolled in this program.

Duties

This position is a developmental GS-11 target 12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. Provides analysis of educational institutions, programs and provides administrative support. Provides comprehensive academic and administrative support to AFHPSP/FAP and HPERB students. Performs analysis and evaluation and ensures that actions taken are in keeping with the latest developments in public policy and program analysis. Prepares management information reports on training and high interest programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Developing data models, integrating source data into data management systems, and conducting performance-tuning activities designed to optimize data management processes. Applying management and organization principles and theories, including standardized administrative practices and procedures common to the organization or area of responsibility. Conducting detailed analyses of complex functions and work processes. Applying conventional methods to gather, analyze, and evaluate information, draw conclusions, and recommend appropriate action. Knowing pertinent regulations, policies, and precedents which affect the use of program and related support resources (staff, funding, equipment, facilities) required to support varied levels of program operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. NOTE: You must submit a copy of your transcripts and education must be related to the positions. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and specialized experience that when combined equals 100% of the qualification's requirement. NOTE: You must submit a copy of your transcripts and education must be related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of DoD, Joint, and AF principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations. 3. Ability to establish performance goals and assess progress toward their achievement; and to adjust work operations and program objectives to meet emergencies, changing programs, or changes in available resources and with minimum sacrifice of quality or quantity of work. 4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 5. Ability to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
