The primary purpose of this position is to serve as a project lead/manager to conduct comprehensive manpower requirements determination studies and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Serves as project lead/manager, conducting organizational and process related manpower requirements determination studies of operational testing and evaluation for weapons acquisition for the entire Air Force.
As project lead/manager, reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve organizational efficiencies.
Provides complex management support services for organization(s) whose operations are interrelated.
Advises commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement closing, one year of specialized experience at least at the GS-11 grade level or equivalent. Specialized experience includes: (Insert SES from MAS) NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Department of Defense (DoD) and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
Skill in conducting interviews with employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures.
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
