You will serve as a MANAGEMENT ANALYST in the TRAINING DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will serve as Subject Matter Expert (SME) in Job, Duty, Task Analyses (JDTA), processing the Knowledge, Skills, and Abilities (KSAs) for work being performed in the Fleet, for their rating.
You serve as an NECC expert on Ready Relevant Learning (RRL) program requirements and assessments and training methodologies for Active and Reserve programs.
You will analyze issues, monitor adherence to project scope, requirements, and schedules and participates in NECC training working groups, conferences, and Navy-wide meetings.
You will attend USFF meetings forced on effectiveness of individual training.
You will develop and deliver Flag-level program briefs.
You will provide expert opinion on RRL requirements development and training effectiveness assessments.
You will interface with major commands including but not limited to OPNAV, Systems Commands (SYSCOMS), USFF, CPF, NETC, and Type Commanders (TYCOMS) to develop and execute RRL requirements and assessments.
You will develop and implement NECC force-wide training guidance for RRL.
You will monitor, track and represent N7 training equites for all RRL efforts that affect the Navy Expeditionary Combat Force (NECF).
You will be a liaison with subordinate command to ensure RRL policy is properly implemented.
You will implement USFF/CPF Training Directives into NECC training programs.
You will continuously evaluate the training effectiveness of course curriculum for all NECC primary rating to include initial assessment of training impacts on Sailor performance.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with and knowledge of the Navy Expeditionary Combat Force (NECF)/Seabees. Experience may be at the TYCOM, Group, Battalion or Command level.
Experience with NETC curriculum development, content reengineering, and content maintenance principles, policies, and procedures.
Experience with and comprehensive knowledge of the Navy manpower, manning policies, enlisted rating occupational standards and career paths.
Experience evaluating training requirements, training tasks, and training courses across a rating's career continuum to sustain modernized training by analyzing designated rating Career-Long Learning Continuum's (CLLC), Rating Master Task List (RMTL), Career Domain Analysis (CDA), and Career Flow Map (CFM), assessing and evaluating training solutions and courses, and coordinating with Type Commanders (TYCOM), NETC, and other RRL stakeholders.
Experience with and knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) system.
