About the Position: This position serves as a Budget Analyst for the Arlington National Cemetery (ANC) in the Resources Management Division. Manages the formulation, justification, and execution of the ANC budget and serves as the technical authority on budget formulation and execution. Ties together the budgetary work of program managers, subject-matter experts, staff officials such as human resources, computer systems, and accounting specialists, and subordinate budget analysts.
Duties
Perform budget formulation, enactment, and execution phases of the budget cycle.
Distribute funds to all other budget analysts based on general guidance from senior leadership, availability of funds, and obligation plans.
Formulate annual and multi-year budget estimates with multi-appropriations.
Exercise budget controls through review and approval of the obligation and expenditure of funds to include payment of personnel salaries, travel, and expenses.
Forecast and execute the prior, current, and budget year programs.
Develop formulate, and prepare required data and assorted narrative justifications for long-range budget exercises.
Prepare documents needed to process budget estimates.

- This position requires Certification Level 2: DFMCP2 (DoD FM Certification Program Level 2) You will have 2 years from the date of employment to complete the requirements for this certification. Reference DoDI 1300.26, November 20, 2013.

Specialized Experience: One year of specialized experience which includes Monitoring the execution of an organization's budget to ensure proper allocation of funds; developing budget recommendations to support command operations; utilizing automated systems such as General Fund Enterprise Business System (GFEBS), to process budget and accounting information; and conducting in-depth analysis of budget requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
