The incumbent serves as the Information Systems Security Officer (ISSO) for the Phoenix Service Unit in support of the Information Management Division. The incumbent works with all health profession disciplines, clinical leaders, tribal programs within the service unit to adapt and conform to evolving industry standards and legislative and regulatory mandates for system security and privacy. This position reports to the PIMC Chief Information Officer.
Duties

Develops and monitors progress against a program plan, which identifies program milestones and associated tasking and timeframes.
Prepares internal and external reports, Plan of Actions and Milestones (PO&Ms), risk assessments, Privacy Impact Assessments (PIA) and other documentation that may include providing audit liaison support to IT operations.
Provides internal reporting to CIO on IT governance activities, such as periodic, but no less frequently than quarterly, reports capturing the status of HHS systems' compliance with HHS security metrics.
Provides guidance, training and tracking of computer network and resource access for new and existing employees.
Provides technical support, maintenance and administering the web-based user and IT equipment directory to achieve the implementation of adding new IT hardware setting, configuring and installing network printers.
Performs formal receipt, inspection, and verification of contractor deliverables.
Monitors organizational, legislative, administrative, and technological changes that affect information systems' standards and related processes and impact upon future planning to meet the needs of the Agency.
Qualifications

BASIC REQUIREMENT(S):
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS: GS-2210-12:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review, analyze, and implement awareness of information technology (IT) security; experience in creating and implementing policies for IT security; experience in Risk management, which includes performing audits/assessment, reporting, tracking, recommendations and resolutions of deficiencies; experience in recommending solutions for the management, development, and execution of IT project/security plans/security program.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
