Duties
Provides expert interpretation on Department of Defense (DoD) and Defense Finance and Accounting Service (DFAS) regulatory and administrative guidelines related to Accounts Payable operations.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions, and validity of supporting documentation.
Executes policy made at higher levels and provides policy, administrative, and technical guidance.
Assists with resolving complex functional problems and advises senior leaders of recommendations for corrective action.
Participates in formal and informal management planning, policy, and decision-making sessions, as well as conferences, workshops, and other meetings with key personnel concerning Accounts Payable mission requirements.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Combinations of education and experience may also be sufficient.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-11, within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of Accounts Payable operations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
