You will serve as a Supervisory Acquisition Program Specialist in the MRO Logistics Department, Acquisition/Procurement & Supply Division, Acquisition/Procurement Branch located at FLTREADCEN EAST.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will determine organizational structure and the development of resource management data.
You will justify requests regarding special and/or additional support, personnel and resources; performs position management and management to payroll functions.
You will participate in the planning, directing, controlling, and administering of assigned program elements/resources.
You will collaborate with Department, Division, Branch Management, Supervisors and employees, along with Fleet Support Team personnel.
You will direct all aspects of acquisition planning, organizing, leading tasks and projects for the entire acquisition life cycle and for exceeding customer expectations in the quality of all customer deliverables for multiple program initiatives.
You will support all activities for determining the appropriate acquisition strategies required to support procurement of services, equipment/supplies and facilities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Analyzing, evaluating, and applying theory, concepts, principles, and practices of program management;
2) Making recommendations for strategic courses of action;
3) Understanding of the functions/processes involved in depot level maintenance;
4) Gauging resource levels, predict shortfalls, staffing, milestone planning, funding, equipment requirements, and scheduling;
5) Implementing life cycle support systems of logistic elements including maintenance, training, and supportability;
6) Understanding of contracting and procurement specializations and applicable contract types used in aircraft maintenance production environment;
7) Compiling and evaluating price and/or cost data for a variety of procurement acquisition activities.
