About the Position: This Human Resources Liaison position is located at Army Health Clinic Myer.
Duties
Provide assistance with detailed analysis and recommendations for improvement in the utilization of human resources/manpower.
Assist in studies, analyses, and evaluations of administrative regulations, procedures and policy directives.
Provide regulatory assistance and guidance to the managers and personnel specialists in the resolution of problems encountered.
Assist in conduct training as required for program changes to ensure regulatory compliance.
Assist in the strategic human resources management program and other programs to support effective Agency strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

In order to qualify, you must meet the education and/or experience requirements described below. Position is a GS-09 level with promotion potential to the GS-11. The position will be filled at the GS-9 level only. Noncompetitive promotion to the next grade level (GS-11) will be authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties
Specialized Experience: One year of specialized experience which includes: researching human resources regulatory guidance; advising management and/or employees on regulatory guidance governing civilian personnel functions in areas such as, incentives, recruitments, and manpower; and utilizing and extracting human resources data to comprise reports from human resources databases such as Civilian Personnel OnLine (CPOL).This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
