This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for the analysis, evaluation, approval, or redirection of the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized IT acquisitions.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Program Analyst (Acquisition) at the GS-0343-13/14 some of your typical work assignments may include: 1. Participates in the development, coordination, implementation, and monitoring of program management and acquisition plans for large labor, maintenance and commodity projects primarily relating to Information Technology (IT) Programs, which provide enterprise-wide human resource information to the Department of Defense (DoD) leadership as well as other IT services to non-DoD Federal Agencies. Develops and implements program management and acquisition plans utilizing representative data related to DMDC organizations' metrics, data, and information collected that addresses both long- and short-term branch and division performance on projects with objectives and goals to maximize effectiveness and efficiency for programs while reducing overall performance risk to the Department. ???????2. Determines financial and business capability of present and potential contractors related to acquisition plans, scrutinizing operating data to determine the effect of proposed contract conditions on the contractor's ability to perform. Maintains responsibility and is accountable for analyzing a variety of acquisition mechanisms for DMDC, such as identifying the full complement of acquisition alternatives including review of complex commodities and service contracts to and through small, simplified acquisition purchase orders/credit card orders. 3. Executes small, simplified acquisition purchase orders, task orders, delivery orders and credit card orders to include developing requirement specific documentation using pre-existing Interagency Service (Support) Agreements with fee-for-service assisted acquisition support entities. Compiles acquisition package requirements including analysis of item or service characteristics and contractor capability requirements to assist in the development of the statement of work or salient characteristics such as internal control systems, condition of inventories, operating history, independent government cost estimate, conducting and documenting market research. 4. Provides support by interfacing with DMDC Division and Branch Chiefs. Evaluates information using quantitative and qualitative methods to provide informed recommendations to DMDC leadership regarding contract and acquisition alternatives through which program execution improvements can be achieved. Such recommendations may include developing lifecycle cost analyses of alternatives and/or cost benefit analysis. Plans, programs, budgets, and executes budgetary requirements of assigned programs through ongoing, active oversight and monitoring of the DMDC acquisition process up to and including contract surveillance activities. Provides support for management resource decisions by preparing written evaluations, justifications, assessments, and recommendations. Responds to changes in program requirements and/or reduction in spending levels as required and associated implementation actions through the program management process. 5. Develops Service Level Agreements through requirements analysis, projected customer needs and analysis of historical data. Compiles complex algorithms to accurately compute cost to customer for DMDC IT Services. 6. Serves as advisor in information and decision briefings and meetings with users, customers, higher headquarters staff, contracting activity staff, and other organization as appropriate. 7. Performs other duties as assigned.

Qualifications

You may qualify at the GS -13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Planning and synchronizing IT program resources for requirements and tracks execution to report to stakeholders. Providing updates to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning and/or commercial issues. Conducting studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency programs and the attainment of agency program goals and objectives. You may qualify at the GS -14 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Leading support for planning, development, and implementation of improvements in information technology services, capabilities, and data standards. Planning and synchronizing IT program resources for requirements and tracks execution to report to stakeholders. Providing updates to agency management on program cost analysis, annual/multi-year and long-range fiscal/program planning and/or commercial issues. Directing/conducting cost comparison/benefit studies of current or projected programs. Developing lifecycle cost analysis of projects. Conducting studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency programs and the attainment of agency program goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
