This position is part of the Defense Human Resources Activity. The incumbent will be responsible for Knowledge Management processes, procedures, and program directives. The incumbent implements policy and program guidance governing the implementation and execution of KM activities, including Records Management, Information Collections Management, and Forms Development.

Duties

As a PROGRAM ANALYST (KNOWLEDGE MANAGEMENT) at the GS-0343-13 some of your typical work assignments may include: Advising / Overseeing P&R/DHRA Record Liaisons and Record Coordinators on the identification, organization, management, and ultimate disposition of records throughout the records lifecycle, their responsibilities as RLs/RCs, and other records compliance expertise. Assisting IT program managers on managing records in Federal Information Systems (FIS), including how to comply with RIM-related legal and policy requirements, retention and support development, migration of data and or decommissioning of FIS, and other records related aspects of FIS. Communicating with leadership and staff to facilitate the organization's Records Management activities, obtain executive support of the program, and to apprise leadership of status of Records Management projects. Records Management Operations Support: Support the implementation of the enterprise-level records management program, to include Developing and conducting records management training, including training aimed for all users, for RIM personnel, and for senior leaders. Planning, contributing and presenting at quarterly Records Management Work Group meetings with DHRA/P&R RIM personnel and for Privacy and RIM quarterly webinars. Assisting the RIM Branch Chief with tracking, reviewing, viewing, and approving over 130 file plans annually as required by OSD Records Management policies. Conducting audits/internal evaluations of each division/branch/center/office within DHRA/OUSD(P&R), to ensure their file plans and recordkeeping structures are compliant, litigation holds and essential records are managed appropriately and that they are meeting all requirements laid out in the OSD records management policies. Analyzing and entering records management input for new, updated, or renewing forms and information collections. Assisting the RIM Branch Chief in appraising records and drafting records schedules for new or updated records series/FIS, negotiating with the records owners, RLs/RCs, OSD RIM, and NARA as appropriate. Tracking the status of record Working with RLs/RCs to ensure that departing personnel complete required records out processing paperwork, to include SD-822, SD-821, and SD-833 forms, as applicable. Conducting departing employee briefings and otherwise ensuring records are appropriately transitioned to successors and protected from illegal removal.

Qualifications

You may qualify at the GS, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the grade GS-12 level in the Federal service: Understanding of the make-up of the Department of Defense, including the Military Services, and the Defense agencies and activities to determine interrelationships with DoD programs and the knowledge management/information management requirements agency wide. Expert knowledge of the Federal Records Act, federal regulations, DoD records management policy and experience in the management of federal records in order to ensure program directives are followed and implemented, to include the requirements set forth in records disposition schedules. Expert knowledge of in a wide range of qualitative and quantitative analytical and evaluative methods and techniques for the assessment and improvement of program effectiveness and complex knowledge management processes and systems. Ability to find solutions to problems dealing with adjusting work processes and making adjustments to the workload during periods of high volume. Expert knowledge of oral and written communication principles and practices in order to prepare and present high level briefings; prepare clear, concise written conclusions on complex Records Management, and Information Collection/Forms matters and to orally express those ideas effectively; develop complex responses /analyses for multiple audiences; develop subject information papers; and provide input for program initiatives. Comprehensive knowledge of principles and practices of information resource management, coupled with the knowledge required to develop and maintain records and data bases and documentation to support assessment of current and alternative program requirements. Knowledge of legal and practical aspects of information management and of procedures and techniques of monitoring progress vis-a-vis schedule and expenditure of resources. Must possess skill, tact, integrity and discretion to initiate and maintain close working relationships with a diverse and extensive group of individuals in all branches of the Federal government. Incumbent uses judgment and discretion in determining the intent and in interpreting and modifying existing policy and regulatory guidance for use by others within or outside OSD. The employee reviews proposed legislation or regulations that may significantly change the basic character of agency programs, the way OUSD(P&R)/DHRA conducts its business with public or private industry or may modify inter-agency relationships. The employee is a recognized expert in interpreting or developing guidance on program planning and evaluation of information collection projects and programs.
