This position is part of the Defense Human Resources Activity. DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Duties
As a MANAGEMENT AND PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Managing one or more major multi-year IT initiatives of such magnitude they must be carried out through multiple related IT projects. The IT Program Manager leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities.
Serves as a Program Manager in support of a wide set of products and services within DMDC's portfolio of capabilities. The Product Manager is responsible for the product planning and execution throughout the product lifecycle, including: gathering and prioritizing product and customer requirements, assisting in defining the product vision, and working closely with other internal and external stakeholders. Defines the product strategy and roadmap.
Develops and maintains strategic plans; assessing policy needs and developing policies to govern IT activities; providing policy guidance to IT management, staff, and customers; defining current and future business environments; preparing IT budgets; managing IT investment portfolios; establishing metrics to measure and evaluate systems performance and total cost of ownership; identifying and addressing IT workforce planning and management issues, such as recruitment, retention, and training; conducting audits of IT programs and projects; and/or ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services.
Interprets data from Integrated Business Framework, Data Alignment Portal (Business Enterprise Architecture Mapping); DoD Information Technology Portfolio Repository; Select & Native Programming Data Input Systems for Information Technology; DoD Information Technology Investment Portal; and Data Center Inventory Management to support the mission goals and objectives.
The incumbent develops and executes Organizational Execution Plans (OEP);Business System Certifications, Out of Cycle Request procedures; Pre-Certification Requests; DITIP certification requests; Investment Decision Memorandum conditions/ action items; BEA alignment in IBF-DAP; and data elements in DITPR to support the mission plan objectives.
The incumbent will interact with internal and external customers, as well as work across internal and cross directorate teams and personnel. The incumbent will be responsible for preparing and briefing oral and written communications to varied audiences within the organization. The incumbent should be proficient in utilizing problem solving, prioritization, and reasoning skills when faced with technical and functional, as well as organizational challenges. The incumbent will work at a team level as well as individual performer role during the course of their duties.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Serve as a project manager overseeing the development of time-phased action plans, project controls, project progression and providing status reports and briefings.
Reviews public laws, regulations, and policies that affect Information Technology life-cycle management, strategic planning, Information Technology investment management, and performance management.
IT software experience for procedures and techniques to the application of Information to resolve management problems and to improve system performance.
IT Business Analyst and synthesizing technical requirements experience
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
