This position is part of the Defense Human Resources Activity (DHRA), Defense Manpower Data Center (DMDC) . The incumbent serves as a Supervisory Program Analyst in the DMDC Customer Relationship Management Directorate and is responsible for managing the sponsoring entity relationship throughout the entire service lifecycle, conducting investment management activities and being the initial contact for customers seeking DMDC Services.
Duties
As a SUPERVISORY PROGRAM ANALYST (CUSTOMER SUPPORT) at the GS-0343-14 some of your typical work assignments may include:
Leads support for planning, development, and implementation of improvements in information technology services, capabilities, and data standards in support of assigned programs
Responsible for developing policies, procedures, and strategies governing the planning and delivery of services and providing expert advice, guidance, and recommendations to management and other technical specialists on critical DMDC Program issues.
Defines requirements and coordinates with product managers for assigned system projects throughout the systems life cycle from technical solution development, system design and testing, fielding, operations/sustainment, through the retirement/replacement phases.
Oversees the implementation of plans, procurements, risks, and deliverables of program elements; develops and tracks performance metrics and provides regular program-level status updates.
Manages and evaluates the requirements development process to mitigate impact on cost, schedule, and performance.
Develops a communication strategy to engage stakeholders, manage their expectations, and improve their acceptance of the objectives of the program. Generates buy-in to the business goals and technical approach of the program.
Collaborates with others to identify, collect, verify, and validate project cost and schedule estimates of a program-level business case.
Develops business cases that effectively and efficiently offer sound business solutions based on quantitative and qualitative decision criteria.
Develops proposed multi-year budget plans and annual operating budgets and identifies funding sources in support of program management.
Plans, programs, and determines distribution of allotted funds, resolves budget shortfalls, and identifies management staffing and contracting requirements.
Oversees execution of program objectives and closely monitors program progress; responds and adapts plans to changes and manages risk.
Assesses the value and organizational impact of projects, ensuring that the target benefits are measurable and related to business goals. Monitors and reports progress and performance of the program related projects with regard to scope, schedule, cost, resource, quality and risk.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Evaluates work performance of subordinates; gives advice, counsel, or instruction to incumbents on both work and administrative matters; identifies developmental and training needs of incumbents, providing or arranging for needed development and training; finds ways to improve production or increase the quality of work directed; and develops performance standards.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Leads support for planning, development, and implementation of improvements in information technology services, capabilities, and data standards.
Provides updates to agency management and stakeholders on program cost analysis, annual/multi-year and long-range fiscal/program planning and/or commercial issues. Directs/conducts cost comparison/benefit studies of current or projected programs. Develops lifecycle cost analysis of projects.
Conducts studies and evaluations of programs, which involve isolating, identifying, and recommending solutions to critical problems affecting the administration of important agency programs and the attainment of agency program goals and objectives.
Provides technical oversight for subordinates based on priorities, difficulty of work assignments and employees' capabilities
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
