This position is part of the Defense Human Resources Activity. Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.
Duties
As a MANAGEMENT & PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
The positions responsibilities and authorities come directly from the Technical Services (TS) Deputy Director, in managing the administrative and operations aspects of the organization. The incumbent assists in the management and formulation of program goals, long-range plans, schedules, policies, and guidance for the principal DMDC Directorate staff offices and functions in the organization, in coordination with the TS Director and Deputy Director.
The position also serves as Staff Advisor/coordinator for the TS Deputy Director on assigned projects. The incumbent collaborates across DMDC Divisions for the management of DMDC day-today mission operations, transmits the needs and decisions of the TS Director to the appropriate staff elements, and provides administrative and operational program direction to various Directors and their staffs. The incumbent assigns receive taskers from the DMDC Front Office, on a variety of subjects, specifically those pertaining to daily and long-range operations of the organization. The incumbent supports the development of long-range planning of activities, new initiatives, and program changes.
The incumbent solicits and tracks training requirements for Technical Services from submission through completion of training and reporting to Front Office training team.
The incumbent prepares project papers and staff reports that include the adaptation of new or controversial approaches as part of the analysis of effectiveness of program operations, compliance with regulatory requirements and recommendations for maximizing organizational performance.
The incumbent prepares and delivers briefings to managers to encourage understanding and acceptance of controversial or unprecedented findings and recommendations.
The incumbent coordinates the preparation and delivery of training on assigned programs addressing functionality and complex or emerging laws, regulations or issues.
The incumbent serves as the Records Manager for the Technical Services directorate, and interfaces directly with the Records Management branch in the Identity Protection directorate.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service:
Serve as a project manager overseeing the development of time-phased action plans, project controls, project progression and providing status reports and briefings. Reviews public laws, regulations, and policies that affect Information Technology life-cycle management, strategic planning, Information Technology investment management, and performance management. IT software experience for procedures and techniques to the application of Information to resolve management problems and to improve system performance. IT Business Analyst and synthesizing technical requirements experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
