The Realty Specialist position is the Lease Contracting Officer (LCO) for the Lease Administration division within Policy and Programs, Office of Real Property (ORP), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC). This position works with the Lease Administration Program Manager to manage leases executed by CFM ORP Lease Execution that are in post-acceptance.

Duties

The incumbent will provide support in prospectus-level leasing, land acquisition and disposition, land use, special real property projects, and the implementation of policies and procedures for these programs. Additionally, the incumbent participates in reviews and requests, provides guidance to field staff, conducts training, and drafts correspondence related to projects. The main duties and responsibilities include but are not limited to: Managing and providing guidance on lease contact amendments, annual CPI adjustments, annual real estate tax adjustments, etc. Managing and providing guidance for leases in post-acceptance for ensuring compliance with lease contracts, resolving issues with Lessors, executing minor alterations, etc. Leading cross-functional project team, establishing project plans and schedules. Ensuring real property departmental policies, regulations, and operational decisions are continually reflected in ORP's programs as they relate to managed projects. Monitoring project performance, client comments, and concerns, operational considerations, and outside influences having a potential impact on the project. Identifying and developing new approaches, alternatives, and recommendations for improvement. Communicating with internal and external stakeholders and managing clients' concerns and requests to ensure project success. Representing the office in meetings with internal and external stakeholders such as Veterans Health Administration (VHA) Medical Centers, Network Contracting Officers, and Fiscal staff. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13.The grade may have been in any occupation but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: GS-13/14 Specialized Experience: Applicants must have at least one (1) full year of specialized experience that equipped them with the knowledge, skills, and abilities to perform the duties of this position at the GS-13/14 grade level? This experience must have been equivalent to at least the GS-12/13 level in Federal service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience would typically include but are not limited to: coordinating, negotiating, and project management for VA's leases in post-acceptance; applying real property leasing authorities and policies, including regulations, policies, and legal opinions and decisions to lease management; assisting with the program management of lease administration for VA's administrations. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level]. This position includes a Selective Placement Factor (SPF), which are knowledge, skills, abilities (KSAs), or special qualifications that are in addition to the minimum requirements in a qualification standard but are determined to be essential to perform the duties and responsibilities of a particular position. [A COPY OF LEASE CONTRACTING OFFICER WARRANT CERTIFICATION MUST BE SUBMITTED WITH APPLICATION] The Selective Placement Factor (SPF) is possession of a current Lease Contracting Officer Warrant certification. [NOTE: Applicants who do not possess this certification or provide a copy with their application will be eliminated from further consideration]. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with some regular and recurring travel required to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders, and crawl in often tight spaces.
