The position is located within the Office of Real Property (ORP), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC), Office of the Secretary, Department of Veterans Affairs, Washington, District of Columbia. The incumbent serves as a Realty Specialist in the Office of Real Property, providing support for the acquisition of major leasehold interests in real property including projects requiring construction or alteration.
Duties
The incumbent participates in reviews and requests, provides policies and guidelines for the field facilities, conducts field training, and reviews/approves lease acquisition activities for Veterans Integrated Service Network (VISNs), Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NCA) executives nationwide.
The major duties and responsibilities include but are not limited to:
Overseeing and managing several initiatives for major lease acquisition projects.
Working with the Director and staff members of the parent facility to develop the justification and roadmap to establish, relocate, or expand clinics.
Developing position papers to support various options (e.g., lease, purchase, or build), and outlining associated implications and costs.
Managing the financial aspects of real estate development such as working with project revenue projections.
Conducting research and developing white papers, executive briefs, and executive decision papers for approval through the congressional appropriate process.
Responding to public, congressional, state, and internal inquiries on the status of projects and possible implications.
Conducting reviews and coordinating the legal aspects of agreements and rights of way, title clearances, and other appropriate requirements for land and/or agreements on capital assets.
Ensuring compliance with legal requirements and to support litigation arising from defective construction practices.
Developing solicitation and public notices through newspapers and through public hearings and formal meetings with internal and external stakeholders.
Participating in onsite selection teams to view the properties, gather data needed to support the basis for final departmental decision, as well as, to determine if they meet general project requirements.
Interpreting cos and price data, using present worth value techniques to rate offers.
Preparing notices of impending award so that they may notify Congressional staffs and the media.
Directing the efforts of architects, facility planners, and the medical center director and staff in designing the preliminary plans.
Participating in final inspection of newly constructed or altered spaces to ensure all contractual specifications have been met prior to acceptance.
Reviewing and approving appraisals and other market analyses to verify the accuracy of data used to establish the value of real property.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials [e.g., within-grade increase, promotion with an effective date more than one year old, or SF-50s at the highest grade held with an effective date more than a year old. [General Adjustment, FEGLI, Awards, Change in Data Element, etc., SF50s do not support TIG].

You may qualify based on your experience as described below:
Specialized Experience: Applicants must have at least one (1) full year of specialized experience that equipped them with the knowledge, skills, and abilities to perform the duties of this position at the GS-13 grade level? This experience must have been equivalent to at least the GS-12 level in Federal service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience would typically include but are not limited to: negotiating, preparing and executing real estate contracts; conducting market surveys and real estate site inspections; performing real estate project management using project management tools to manage projects from inception to closeout; conducting cost analyses for real estate transactions to provide recommendations; monitoring lease transactions and documents for procurement and financial accuracy and analyzing and providing technical advice and direction in the development and implementation of real estate policy. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level].
This position includes a Selective Placement Factor (SPF), which are knowledge, skills, abilities (KSAs), or special qualifications that are in addition to the minimum requirements in a qualification standard but are determined to be essential to perform the duties and responsibilities of a particular position. Physical Requirements: The work is primarily sedentary with some travel required to inspect projects, evaluate potential properties, and determine the feasibility and cost of acquisition through lease. May require walking over rough terrain or undeveloped raw land and may involve exposure to unpleasant weather conditions.
