This position is located in the Office of Transit Safety and Oversight (TSO) and is responsible for all administrative functions in support of TSO operations which include cost center management, oversight of the office personnel program, office services management, contracting, and procuring supplies and services.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience in maintaining records of administrative commitments, expenditures, obligations, and funds transfers. (Duties must have included budgetary, procurements, travel, and a wide variety of personnel programs (e.g. recruitment, promotion, employee benefits, performance appraisals, pay administration, and leave administration).
Experience with monitoring contractor deliverables and quality in roles such as that of a Contract Officers Technical Manager.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations).
Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
