You will serve as a Construction Engineering Technician in the Facilities Engineering and Acquisition Division, Public Works Department Great Lakes, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. This is a developmental position with a full performance level of GS-11. Applications will be accepted at the GS-09 and GS-10 grade levels.
Duties
You will determine best practices for key work processes and standardization of work procedures to optimize efficiency and effectiveness.
You will enforce provisions (e.g., technical and administrative) of assigned construction contracts.
You will brief management to provide status, updates, or other business information.
You will identify problems in facility production to provide corrective action.
You will conduct pre-final and final inspections to ensure completed work complies with contract requirements.
You will compose technical engineering instruction and procedures for mechanical, electrical, or structural maintenance, alterations, or repairs.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
GS-10:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying engineering concepts, principles and practices applicable to the full range of engineering disciplines (civil, mechanical, electrical, structural, architectural and environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensure compliance of quality control plans for construction projects; 3) Make recommendations to resolve problems encountered during construction operations; and 4) Interpret construction guidance specifications for the purpose of monitoring contract compliance. GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Evaluating Quality Control efforts of construction contractor(s); 2) Coordinating construction quality management program for assigned projects; 3) Enforcing the management of contractor's safety program to assure adherence to contract requirements; and 4) Assisting in the resolution of field issues, problems and conflicts.
