You will serve as a ENGINEERING TECHNICIAN (MECHANICAL) in the UTILITIES AND ENERGY MANAGEMENT BRANCH, PUBLIC WORKS DEPARTMENT of NAVFAC ENGINEERING CMD MID-ATLANTIC located in Great Lakes, IL.

Duties

You will provide technician support to various utilities systems including water, wastewater, steam, natural gas and electric. You will document discrepancies and provide remediation recommendations and estimates for utility systems. You will administer visual and predictive maintenance inspections of utility facilities, distribution and equipment using thermography, infra-red and dyes. You will maintain utility system line/valve diagrams, maps, schematic diagrams, and interconnection diagrams ensuring all are up to date and accurate. You will monitor quality assurance and compliance testing for various utility systems, serving as the technical expert on procedures and reporting the results to utility engineers.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field FACILITIES ENGINEERING Level II. Certification is required within 24 months of appointment.
  • You must be able to wear and use all required personal protective equipment (PPE) to meet the requirements of the duties being performed (safety glasses, safety shoes, ear plugs, hardhat and other specialized equipment at needed).
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1 - Extensive practical knowledge of engineering principals, concepts and theory as well as extensive practical knowledge as applied to mechanical utility systems. 2 - Knowledge of distribution systems operation and maintenance with include the following: steam, water, wastewater, electric and gas distribution. 3 - Knowledge of distribution equipment, repair methods, troubleshooting, testing, operation, and terminology to identify components and their interrelationships. 4 - Knowledge of flow, hydraulics, piping and valve types. Knowledge of Supervisory and Data Acquisition (SCADA) operation. Knowledge of flow metering. 5 - Knowledge of mechanical systems construction principles and practices. The incumbent must possess good knowledge of planning and scheduling techniques for mechanical utility systems' maintenance and repair. 6 - Skilled with communications with government and private industry personnel Knowledge of English grammar, spelling, punctuation and technical terminology is required for correspondence; facilities contract specifications, material specifications, procedures, and reports. 7 - Knowledge in reading and understanding engineering drawings, sketches, specifications, material lists, and job/task orders. Knowledge of engineering graphics, computer aided design (CAD), and geographic infunnation systems (GIS). Knowledge in use of Microsoft Office software including Access, Excel Word. Knowledge of MAXIMO. 8 - Comprehensive knowledge and skill in applying analytical and diagnostic techniques to evaluate and recommend solutions to resolve complex interrelated problems and issues.
