This position is located in the Department of Health and Human Services, Administration for Children and Families, Immediate Office of the Assistant Secretary, located in Washington, District of Columbia.

Duties

The Administrative Officer provides leadership and carries out a full range of human resources and internal operations activities. Daily duties include but are not limited to the following: Performing the full range of supervisory duties that include daily technical and administrative leadership to the organization's operations team and subordinate staff. Serving as the principal advisor on all aspects of human resources (HR), travel, organizational development, time and attendance, property management, space management and other administrative services. Assisting agency leaders and senior managers with a full range of HR matters relating to recruiting/hiring/onboarding; developing and retaining staff; staffing and resource allocation; HR regulations, procedures, and requirements; employee engagement; award nominations and processing awards; Fair Labor Standards Act (FLSA); employee and labor relations; Collective Bargaining Agreement; Equal Employment Opportunity (EEO); and other internal operations matters. Evaluating the needs of customers and developing specific solutions to meet those needs.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing at least three (3) of the four(4) duties listed below: Evaluating and making recommendations on issues impacting human resources and internal operations to support the goals and mission of an organization. Interpreting human resources and other administrative management policies and guidelines to provide technical advice and assistance. Acting as a liaison between human resource service operations and hiring managers/leadership. Identifying priorities and planning the work of a team responsible for a human resources and internal operations portfolio. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
