This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - DBC/DEVELOPMENT AND BUSINESS CENTER.
Duties
Assists with the preparation of briefings for presentation to senior staff and high level managers to adequately and clearly express contract complexities to all involved in the process that can be easily understood by non-acquisition personnel.
Develops internal guidelines and procedures related to unique procurement program requirements.
Conducts management studies, technical analyses, and surveys pertaining to all contractual activities to identify and effectively improve in procurement mission support.
Provides advice and guidance on financial and contract management, and acquisition matters to the Project Manager, Task Monitors, and other staff members.
Provide hands-on subject matter expertise to the agency’s programs, projects, and services ensuring compliance with Federal Acquisition Regulations (FAR)

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: administering project management operations, to include: preparing briefings to explain complex contracts to a wide audience; Developing guidelines or procedures for product procurement within project management framework; and conducting studies and/or performing data analysis to identify and improve the procurement process.
