About the Position: This position is located at U.S. Army MSCoE, Manpower & MGT DIV, Fort Leonard Wood, Missouri. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hour drive to the East along I-44 and Springfield is an hour's drive West of Fort Leonard Wood.
Duties
Management Analyst in the specialized area of Manpower and Equipment Management.
Provides technical advice and assistance in the planning, development, documentation and implementation of the manpower and equipment management programs.
Serves as a liaison and mediator between Center of Excellence (COE), Army Command (ACOM) and units/activities on all matters pertaining to manpower and equipment programs.
Oversees, develops and/or participates in the preparation of internal and external recurring reports, special reports and studies.
Develops and prepares analysis and/or statistical data for use in briefings at the directorate and command levels.
Advises and makes recommendations to G-8 management and supported units/activities, on effective and economical manpower and equipment utilization.
Serves as an authority for information on the interpretation and application of manpower and equipment policies, procedures and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Members of the FM workforce are required to participate in the Certification Program, achieve the required certification level of their position within two years of notification of their required certification level.
- Complete the requisite quantity of Continuing Education and Training (CET) every two years to sustain the achieved certification level.
- The duties of the position require Temporary Duty Travel (TDY) approximately 5% of the duty time.

In order to qualify at the GS-09 level:
Specialized Experience: One year of specialized experience which includes 1) Maintain civilian personnel balances within different categorized features to determine mission requirements; 2) Develop procedures to increase productivity and accuracy of civilian Managment data; and 3) Validate workloads based on missions in order to ensure organizational deadlines are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
In order to qualify at the GS-11 level:
Specialized Experience: One year of specialized experience which includes1) Assisting in the planning, development, documentation and implementation of the manpower and equipment management programs.; 2) Execute organizational and functional analysis studies to evaluate the efficiency and effectiveness of program operations; and 3) Provide guidance to customers to help identify and resolve civilian Faces to Spaces issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement for the GS-09 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Time in Grade Requirement for the GS-11 level: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
Education substitution for GS-09:
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration.

OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
