Duties
Manages the Delegated Examining (DE) program for the agency, ensuring compliance with federal law and regulation, Office of Personnel Management and agency policy and guidance in the delivery of DE recruitment strategy and operations.
Oversees the review and audit of DE operations, establishes procedures for periodic evaluation of program effectiveness, assesses success in meeting established program goals. Evaluates need for process improvement and training.
Manages complex projects related to DE and other recruitment functions, substantially impacting a broad customer base of DFAS and serviced customers; plans and implements changes in operations based on new federal law and/or agency policy.
Manages the DE certification of agency Recruitment and Placement workforce; prepares and delivers workshops and formal training, monitors certification of staff, and ensures continuation of Agency delegated examining authority.
Represents DFAS as a subject matter expert for assigned programs on various committees and action teams at the Office of Personnel Management, Department of Defense and Agency levels.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing comprehensive Human Resources (HR) management advisory services, technical guidance and policy recommendations to managers and journeyman level HR Specialists based on knowledge of staffing concepts, rules, regulations, policies and practices. Work must include the application of delegated examining regulations and operational procedures; assessment of a segment of recruitment and placement program delivery based on the review of processes, casefiles, and/or data.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
