You will serve as a LEAD HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the TOTAL FORCE MANAGEMENT PROGRAM OFFICE (N1), MANPOWER & CLASSIFICATION (N15), CLASSIFICATION BRANCH (N15B) of MILITARY SEALIFT COMMAND. If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed

Duties

You will provide complete classification management advisory services You will assess and advise management on the impact of proposed reorganizations and recommend alternative position management structures. You will conduct position classification and position management reviews of positions and organizational structures, explaining recommendations and determinations in order to defuse, resolve situations or disputes over decisions You will plan and conduct classification studies to identify short and long range position classification and position management needs. You will provide tactful advice to managers on highly difficult and controversial cases and issues. You will serve as the Lead HR Specialist (Classification) performing the Lead duties and responsibilities.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Occasional travel away from the normal duty station is required. Some travel is required to attend training and meetings (10%)
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For the GS-13:Your resume must demonstrate at least one year of specialized experience at or equivalent to the {GS-12} grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in completing complex classification determinations for GS civilian positions and communicating findings to management. Experience in advising supervisors/managers on the organization structures. Experience in planning and executing reorganization efforts to better support the organization's mission. Experience in providing technical classification training to trainees and/or staff members.
