This position will be assigned to the Air Force Service Center at Port San Antonio, TX.
This is a regular full-time category position with guaranteed 40 hrs per week. Employees appointed to a regular category position are eligible for benefits.
Duties
As the ETAP program manager, incumbent is responsible for advocating, briefing, educating, and communicating all aspects of the Employee Transfer Assistance Program. Responsible for maintaining all policies associated with program and updating as necessary to grow or adapt ETAP. Works with installations as a facilitator to smoothly transfer applicable employees from one installation to another in a timely and accurate manner. Responsible for verifying via personnel systems eligibility of ETAP applicant and ensuring appropriate actions are processed by losing/gaining installations. Maintains budget for ETAP incentives and responsible for advocating for additional funding as needed. Provides status reports on the program to stakeholders including incentives awards, dollar amount and due date monthly. Acts as main point of contact for installations regarding the Child and Youth Incentive Program (recruitment and retention bonuses and monetary special employee recognition programs). As the ETMS program manager, incumbent is responsible for the access, integrity, and customer support to all NAF employees and supervisors of NAF employees. Gauges system supportability and considers impact on the HR processes then makes recommendations. Identifies procedures impacted by system changes; and provide recommendations which correspond with system changes and continue to meet applicable laws. Provides information on system updates/enhancements. Distributes notifications when scheduled system updates occur. Notifies servicing offices of changes in procedure due to a system errors. Determines user permission profiles and access. Performs random and/or scheduled reports to provide status of completion on IDPs and competency trends for specific positions. Reviews data from reports for compliance with HR policies and procedures. Ensuring data integrity by aligning employees under the correct supervisors. Working with AFMC MAJCOM POCs for system troubleshooting, upgrades, and data enhancements. Training: Responsible for coordinating training courses, sending out invites, coordinating presenters and presentations. Serves as a liaison with Training and Development and the Policy & Installation Support team to ensure courses stay updated and relevant to the target audience.

Qualifying Experience:
Must have experience in applying HR laws and policies. Must perform functions as a project leader. Must have working experience of operating various HR software and systems such as personnel database (DCPDS or equivalent), recruitment applications (USA Staffing or equivalent), and reporting systems (Business Intelligence or equivalent).
Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Demonstrates high level of attention to detail.
Ability to apply applicable rules, AFIs, AFMANs, and other guidance to ensure accuracy and legality.
Ability to prepare guidance, briefings, and training materials to increase comprehension by attendees.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
