This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for the organization's enterprise Information Technology goals and objectives, metrics methods and concepts used in developing policies and plans, capital planning process and in evaluating the accomplishing Information Technology goals and objectives.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT PROGRAM MANAGER (PLCYPLN) at the GS-2210-12 some of your typical work assignments may include:
Serves as Oracle Human Capital Management (HCM) Cloud subject matter expert for the organization. Negotiates product functionality enhancements and System Requests (SRs) with Oracle. Participates in the design, development, documentation, testing, and implementation in support of the Defense Civilian Human Reporting System (DCHRMS), which is the integrated system for supporting the DoD-wide civilian human resource (HR) functions (Payroll, Staffing, Entrance on Duty, eOPF, HR Shared Service Delivery, Performance Management, etc.). Prepares plans in accordance with Project Management Principles and makes recommendations for implementation of these activities. Evaluates new requirements against potential HCM Cloud solutions and provides recommendations. Provides recommendations and oversees the DCHRMS system integration and testing with Oracle HCM Cloud, ensuring that solutions effectively meet DCHRMS requirements.
Participates in the preparation of new system requirements or modifications to existing requirements, preparation and/or analysis of functional system change request and the development of functional requirements from a technical perspective, including changes to the current or future system.
Reviews systems change requests submitted by DoD users, Services, and agencies, as well as other non -DoD agencies. Recommends acceptance, revision, or rejection. Reviews the DoD strategic plans, proposals, and requirements from the Components for further risk analysis, enhancement, and modification of DCHRMS. Reviews Component plans and makes recommendation for improvement and adjusts the plans and activities to coordinate these various plans.
Plans and establishes long-range (more than 5 year) IT program goals, objectives, andmeasurement criteria.
Evaluates and makes recommendations concerning overall plans and proposals for component programs and projects impacting the accomplishment of DoD strategic directives, including new interpretations and recommendations for additional policies and interpretive guidance.
Applies IT principles, concepts, methods, standards, and practices in the planning and delivery of services and providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical DMDC Portfolio issues.
Conducts work groups with representatives of the DoD civilian HR community for the purpose of the designing a broad range of future human resource management information systems.
Requirements

Qualifications
You may qualify at the GS -12 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Serve as a project manager overseeing the development of time-phased action plans, project controls, project progression and providing status reports and briefings.
Reviews public laws, regulations, and policies that affect Information Technology life-cycle management, strategic planning, Information Technology investment management, and performance management.
IT software experience for procedures and techniques to the application of Information to resolve management problems and to improve system performance.
IT Business Analyst and synthesizing technical requirements experience
Innovation and Change Management experience for supporting the implementation of strategic initiatives. Identifying opportunities for innovation and recommending changes to existing processes.
