You will serve as a PROGRAM ANALYST (JOINT LESSONS LEARNED) in the ANALYSIS AND LESSONS LEARNED DIVISION of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will coordinate with Joint Staff (J7), Fleet commanders, and their subordinate organizations to promulgate changes to JLLIS; to include vet recommended changes to JLLIS. You will provide training for Navy command lesson managers. You will provide authoritative Navy input to the Joint Staff (J7) for modification and requirements for JLLIS. You will serve as the JLLIS Systems Administrator for the Navy. You will manage and synchronize the input of observations and documents by both sailors and civilian employees across the Navy in the Navy tier of JLLIS. You will synchronize inputs on Non-secure Internet Protocol Router Network (NIPRNET). You will synchronize the implementation of the Navy tier in JLLIS to support NLLP. You will serve as the Navy representative to the Joint Configuration Management Board. You will integrate new Navy units and staffs into the system by providing JLLIS tier construction and maintenance training.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting analyses using mathematical tools and models, computer simulation, statistical sampling, risk analysis, evaluation techniques, and decision theory. Experience using naval war games, modeling and simulation, and experimentation. Experience using both qualitative and quantitative analysis methods to solve problems and research questions. Experience analyzing data on identifying command level trends, capability gaps, and areas of concerns to provide solutions and inform decisions. Experience working with Navy and Service war fighting priorities and capabilities and conducting analysis in Joint and naval exercises.
