You will serve as a Supervisory Management Analyst in the Directorate Maritime Operations (N04), Corporate Operations Department (N9), Requirements Division (N94) of MILITARY SEALIFT COMMAND.

Duties

You will analyze published documents (National Defense strategy, Defense Strategic Guidance (DSG), National Military Strategy (NMS), and Defense Planning Guidance (DPG) and determine MSC progress on meeting goals. You will provide training to MSC Headquarters, field contracting offices, Program Managers, and Functional Directors on the planning and programming phases of the Planning Programming Budget and Execution (PPBE). You will research and coordinate possible submissions to USFF Warfighter Improvement Programs (WIP). You will review requirement analyses, estimates, and studies for sufficiency.. You will develop new methods and techniques to forecast long-range requirement needs (i.e., three or in excess of five yeats or more into the future). You will work with a variety information obtained from sources that often have conflicting goals.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • CONUS travel is a requirement of the position.
  • Overtime may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with mastery qualitative and quantitative methods to develop strategies for requirements analyses, estimates, and studies. Experience performing risk/benefit and dollar cost/economic analysis to support decision making. Experience with planning, programming, and budgeting regulations, guidelines, and processes. Experience directing, developing, and devising new methods regarding complex studies requiring application of advanced analytical and statistical methods and techniques. Experience developing authoritative policy and interpreting requirements analysis. Experience advising senior executives on the direction and programming of resources for operation and administration.
