You will serve as a Echelon III Business and Resource Manager for the Planning, Design and Construction (PDC) Directorate of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will set priorities for completion of assigned tasks by planning work schedules of employees. You will interpret budget policies and fiscal constraints to create a resource allocation plan for an organization. You will conduct a statistical analysis of budget execution costs to make recommendations to managers. You will analyze civilian personnel and resource management issues to identify problem areas.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing the annual/multi-year and long- range fiscal/program planning for the NAVFAC LANT Planning, Design, Construction (PDC) Directorate's Budget Allocation (BA) plan in their financial areas of responsibility; 2) Coordinating with LANT/PAC FM in the formulation of the ECH III and FEC PDC annual operating budget in accordance with Congressional Laws (authorization and appropriation bills), fiscal rules, regulations, and procedures set forth by higher authority and for managing the budget of the PDC Directorate in conformance with current NAVFAC business practices and policies; 3) Leading the Program Analyst (PA) Community of Practice (CoP) for the individual Facilities Engineering Commands (FECs) within the ECH III Area of Responsibility providing expertise, community management including training, and regional interface for resource (staff and financial) management.; 4) Executing supervisory duties and responsibilities such as: planning the work of subordinates, setting and adjusting short-term priorities, preparing schedules; assigning work, developing performance standards; evaluating work performance; giving advice, counsel and instruction on both work and administrative matters; interviewing candidates for positions, recommending appointment, promotion or reassignment to such positions; hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effecting minor disciplinary measures such as warnings and reprimands, recommending other action in more serious cases; identifying developmental and training needs of employees, providing or arranging for such training; finding ways to increase the quality of work directed; and supporting and adhering to EEO policies and programs.
