You will serve as a Management and Program Analyst in the Business Support Department, Workforce Enrichment Division of NAVSUP FLC NORVA GF.

Duties

You will perform analytical, planning, evaluative, and resource analysis for the command, its mission, and its workforce enrichment programs. You will solicit for applicants/nominees and monitor external awards and NAVSUP training opportunities. You will manage external and command level awards, onboarding, DAWIA, individual development plans (IDP), the mentor program, diversity and inclusion, MD-715 development, and workforce development. You will prepare and participate in meetings and make presentations to include functional statistics, organizational facets, workforce enrichment program, and study/imitative findings, recommendations or status. You will develop and implement a dynamic mentor program for employees across the FLC-N enterprise. You will serve as the liaison to the NAVSUP HQ Telework Program Manager.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least I have one year of specialized experience performing Management Analyst work equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector which requires applying management principles and processes, organizational theory, analytical (quantitative and qualitative) and evaluative methods and techniques and resource analysis for assessing and evaluating Position Management and Workforce Enrichment Program operations to improve organizational effectiveness and efficiency. I have experience coordinating, improving, and managing employee development and training programs, some examples include individual development plans (IDP), developing new processes for onboarding and orientation, EEO, and DAWIA program management. Examples of specialized experience may include; 1) Develop studies and engages in computation of staffing standards and comparative analyses which reflects the relationship of manpower requirements to approved program changes and operating target allotment; 2) Maintain allocation of civilian end strength resources, providing technical advice regarding policies, guidance and procedures relative to civilian end strength programming actions; 3) Interact with employees and managers within the organization to identify, coordinate and resolve workforce enrichment issues by monitoring, and recommending improvements to the efficiency and effectiveness of various employee development and training programs; 4) Compiling and analyzing data for the submission of annual Equal Employment Opportunity Office (EEO) Management directives and implementing plans to eliminate barriers to equal opportunity; 5) Provide update to acquisition workforce on all aspects related to the DAWIA program as it relates to training, continuous learning, Acquisitions Workforce Tuitions Reimbursement Program and career certification including maintaining command training records.
