This position is part of the Selective Service System, Support Services Directorate, Budget Division. The incumbent will be responsible for providing advice and assistance to senior management officials on budgetary matters which affect the accomplishment of the SSS mission.
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered.
Duties
Develops and implements financial policy in support of organization’s operations and ensures promulgation of internal regulations via the organization’s fiscal manual.
Oversees day-to-day operations and ensures that all financial activities are in compliance with fiscal standards and regulations set forth by the main financial organizations.
Reviews and signs numerous financial reports and a wide variety of correspondence to other organizations.
Edits and reviews the final version of the organization’s annual budget submission prior to transmittal to the CFO and to the appropriation and oversight committees.
Analyzes proposed programs or program changes for budget implications.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include providing guidance to managers regarding the availability of funds to ensure allotments are properly distributed throughout the organization; monitoring the organization's obligation and expenditure rates using computerized financial databases to confirm funding are within the budget; evaluating and program changes on the budget execution process.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
Education cannot be substituted for specialized experience at this series/grade level.
