You will serve as the Facility Support Contracts (FSC) Division Director in the Public Works Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Washington.
Duties
You will serve as the NAVFAC Washington FSC Program Manager and senior FSC technical specialist managing Division work, Division coordination with all offices and systematic evaluation of Division activities.
You will participate in the development of policy and guidance for effective management and execution of the FSC program.
You will collect and maintain FSC Program data and information for acquisition strategy and programmatic reporting purposes.
You will provide supervision to the FSC Division support staff to manage the execution of FSC products and services.
You will develop and/or participate in budget formulation for the General Fund/RMS processes.
You will interface with the Area Regional Engineer staff in managing the CNIC execution of Regional Facility Services Support (FX) funds for the respective region.
You will act as the Community Manager of the Specification Writers and Performance Assessment Representatives located at the 6 Public Works Departments within the region.

- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
- This position may require travel, 25% of the time or less, from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Serving as a command's technical expert on facilities maintenance and facilities support contracts, providing expertise and consultation on their development and administration; 2) Assisting with and/or providing program-level resource management oversight, including budgeting, execution and analysis; 3) Leading or assisting in the leadership of interdisciplinary teams engaged in service acquisitions planning, ensuring that all technical responsibilities are executed in accordance with procurement regulations; and 4) Providing management with strategic planning support in the area of improvement initiatives, corrective actions and new requirements as related to Facility Support Contracts.
