About the Position: The position is the Management Analyst in the Garrison Resource Management Office, Manpower and Agreements Branch responsible for managing, monitoring, coordinating, and providing regulatory guidance on all equipment and manpower requirements and authorization documentation; civilian manpower execution tracking; and organizational structure providing support to the Support Agreement and Management Control Programs.

Duties

Provide regulatory guidance on all equipment and manpower requirements and authorizations documentation. Recommends, analyzes, and allocates manpower and equipment resources. Track all manpower organizational changes. Provide the manpower review for all Installation Agreements and develops, analyzes, coordinates, and executes complex Installation Agreements. Manage the Internal Control Program to ensure that funds aren't misappropriated. lead and conduct cost studies to analyze organizational structure, mission and functions, workload and solutions to personnel staffing. Documents and review personnel and equipment distribution changes. Review request for personnel action to assess impact on alloation/availabaility. Implement personnel, equipment, and manpower reporting procedures.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires approximately 10% of your duty to be performed in Temporary Duty Away (TDY) from your place of work status.

OR I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business analytics, Business Administration or Human Resources. (Note: You must attach a copy of your transcripts.) OR I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) OR I have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.) SPECIALIZED EXPERIENCE GS11 I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience with personnel and installation Manpower Program management and management control. OR I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration or Human Resources. (Note: You must attach a copy of your transcripts.) OR I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. SPECIALIZED EXPERIENCE GS12 I have one year of specialized experience equivalent to the GS-11 level in the Federal Service which includes evaluating manpower resources; identifying problems and issues; forecasting resource requirements; and analyzing the effectiveness and efficiency of manpower programs. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
