About the Position: This position is with the Office of the Chief Army Reserve, Force Management, Directorate of Plans, Policy, and Integration Division, located at Fort Belvoir, Virginia.

Duties

Directly support Secretary of Army priorities to Balance and Transition the Army and Implement Total Army Force Policy. Provide technical advice to Senior Army leaders for the management of total Army Force structure, active and reserve. Build the Active Guard and Reserve (AGR) overlay used for slating all AGR assignments. Manage complex changes to the Office of the Chief Army Reserve (OCAR) Automated Force Structure Management Modules within the Army Organizational Server (AOS) and the Reserve Component Automation System (RCAS)/Force Management System (FMS) tool. Oversee the population and consistency of AOS data across the United States Army Reserve (USAR) enterprise. Maintain data integrity across the USAR for the Reserve Component Automation System (RCAS)/Force Management System (FMS)/Army Organization Server (AOS)/Global Force Information Management (GFIM) systems. Act as liaison to HQDA G37-Force Management Manpower and Accounting Division and HQDA G3/5/7 Strategic Operations Directorate for development and integration of USAR equities in AOS, the Global Force Management Information-Operating Environment. Serve as the USAR authority in automated management, relational database optimization, and multiple system data reconciliation for the Force Management and Organizational Authority system modules in appropriate systems. Analyze requirements and capabilities and assists USAR users in defining needs, products and reports. Conduct independent force structure analysis in support of Army or Office of Secretary of Defense (OSD) senior leader initiatives. Directly responsible to Chief, GFID for the integration and oversight of Force structure changes to the Army force structure database of record, the Structure and Manpower Allocation System (SAMAS) and the Army Organization Server (AOS). Coordinate with USAR users and other customers in defining requirements, advising on capabilities, clarifying and assisting with output, coordinating work scheduling, and user training. Facilitate adjudication of customer accessibility issues. Advises and instructs Organization Integrators (Ols), Force Integrators (Fis), OCAR Staff Members, and USARC and subordinate users, on system characteristics and operating procedures and processes. Serve as senior project manager and Advisor to the Generating Force Division Chief and Director USAR Force Management. Coach the team in the selection and application of appropriate problem-solving methods and techniques, work methods, practices and procedures.

Specialized Experience: One year of specialized experience which includes: Development and integration of organizational equities in the Army Organization Server (AOS), the Global Force Management Information-Operating Environment (GFMI-OE), and Force Management Automation systems; Oversight of operations associated with automation management, relational database optimization, and multiple system data reconciliation, the sequence and timing of key program events and milestones, decision methods, and alternative approaches in order to achieve required mission objectives; Conducting qualitative and quantitative analysis, studies, and reviews of manpower and force structure; Utilizing Force Management assets by proposing and implementing solutions for internal business process improvement; Utilizing administrative automated data processing systems, Microsoft Office Suite, and Force Management operated systems and applications such as the Army Organization Server (AOS), SAMAS and the Force Management System Web Application (FMS Web). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
