The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Serves as the authority and advisor to the DoD Principal representative, and alternate representative, on White House Office of Science and Technology Policy (OSTP) Open Science policy and programs. Works with the interagency community to coordinate DoD efforts on S/T policy and ensures alignment of DoD policy with OSTP direction. Develops DoD responses to external (e.g., Congressional, GAO, OSD) reviews of DoD public access programs. Provides senior policy making officials and university leaders substantive recommendations with respect to regional security concerns and issues, including document handling for public, controlled unclassified, and classified S/T information. Develops and interprets policy guidance together with alternative views and external analysis, and makes recommendations to DoD and DTIC senior management with the aim of anticipating strategic trends and issues which DTIC programs should address.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-14 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience implementing Federal Public Access policy; Open Science initiatives; FAIR Data Principles; and Digital Object Identifiers. Specialized experience also includes leading Federal Research Security policy efforts; data management plan (DMP) and dataset sharing policy; AND representing agency policy positions to the interagency community with delegated authority to speak on behalf of and make commitments on behalf of the organization. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
