Duties
Serves as DLA Program Manager overseeing capability development, sustainability, and modernization efforts in support of HA/DR and water resilience/security efforts for congressionally mandated programs each with separate and distinct global missions
Responsible for all phases of the lifecycle of the programs
Oversees requirements, funding, and support to DoD Components and Combatant Commands (CCMDs)
Coordinates with Office of Under Secretary of Defense for Policy, Principal Staff Assistant for HA/DR and water resilience/security missions, for development, approval of Annual Statements of Needs, and prioritization of requirements for programs.
Develops appropriate acquisition strategies and coordinates with Washington Headquarters Services for administration of the cooperative agreement for each program.
Schedules and conducts program management reviews to monitor programs responsiveness to DoD requirements.
Manages data use agreements as required for the integration of data and information for visualization.

Qualifications
To qualify for a Management Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilizes analytical and statistical methods and techniques to conduct detailed research, Recommends strategies for new and emerging requirements while identifying problems and recommending solutions, and possesses experience in planning, programming, budgeting, and execution process and principles of federal appropriations law related to management of budgets and acquisition of goods and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
