The primary purpose of this position is to perform Cyber and Communication Quality Assurance duties performing as an Information Technology specialist that provides a wide range of IT services to support management and other specialist in providing the knowledge and skill in the use of IT systems and mission support to the communications, computer, and network programs.
Duties
Serves as Technical Point of Contact (POC) and performs Communications and Network Quality Assurance Program objectives.
Assesses cyber and communications quality assurance self-assessment and technical safety programs to ensure compliance across all units.
Develops and implements Information Technology cyber and communications plans, policies, and procedures to ensure optimum compliance with directives governing safety, operation, and maintenance practices.
Represents the cyber and communications quality assurance efforts in direct support of the squadron's project and implementation mission.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Information Technology Management, . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND, have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11), level or equivalent in other pay systems (grade level, pay schedule, pay band, etc). An example of creditable specialized experience includes Quality Assurance evaluations on all communications equipment and installations; understanding of business processes and operations to anticipate and refine functional requirements; techniques required to study existing architecture of installation systems and test possible enhancements; evaluate computer system design, prototypes, and computer applications and interact with specialists in design and development processes; perform feasibility studies, cost analysis review, and develop proposals that represent a best course of action along with suitable alternatives; serve as a technical advisor with Information Technology responsibilities for planning, programming, directing, organizing and implementing Data Center Information Technology Systems activities to meet the business requirements of customer organizations and serve as a consultant on IT projects; stay well informed on rapidly changing technology, to evaluate its possible impact on organization missions, and to develop plans to satisfy requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
2. Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
3. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
4. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
5. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement system enhancements.
6. Ability to maintain an up-to-date awareness of technological advances; to apply internet technologies to analyze networks and their related security aspects; and to predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
