Duties

You will review technical work, develop maintenance and repair standards and procedures, and review the actual maintenance and repair by performing on-site inspections, and analyze reports from TSV Chief Engineers. You will recommend machinery improvements, system design changes, and alterations and is the focal point for all proposed or planned configuration changes to TSV vessels. You will assist the TSV PM in preparing maintenance and repair budgets for TSV ships, and review actual repair and maintenance expenditures versus the budget. You will prepare, or coordinate the preparation and production of drawings and diagrams, including system layouts detailed installation drawings, and schematic diagrams.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a thorough knowledge of principles and practices of marine engineering acquired through training and personal experience supplemented by a working knowledge of related fields such as naval architecture and electrical engineering. Experience applying an expert knowledge in a wide range of shipboard main and auxiliary systems, including main propulsion systems, electrical distribution systems, heating ventilation and air conditioning systems, refrigeration systems, firefighting systems, fuel systems, lubrication systems, interior communication systems, seawater systems, and all varieties of piping systems. It is expected that the incumbent be thoroughly knowledgeable of applicable American Bureau of Shipping (ABS) rules as well as NAVSEA rules, regulations, and Standard Items, as well as General Specifications for the repair and overhaul of Surface ships (GSO) . Experience applying a comprehensive knowledge of contracting, logistics, and purchasing processes and procedures as they pertain to the support of TSV ship life cycle management, maintenance, and repair. Experience drafting work requests in an electronic OPNAV 4790/2K format form and enter that data into automated systems for review and brokering to repair facilities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

BASIC REQUIREMENTS FOR SPECIALIZED EXPERIENCE:

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
