This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Supports Army Contracting Command Contracting Officers and contract specialists in contract negotiations and supports Defense Contract Management Agency, Administrative Contracting Officers in actions as required.
Duties
Establish and maintain controls to ensure that contract award is accomplished according to guidelines and required timelines.
Oversee and ensure compliance with the terms of contracts, to determine the reasonableness of contract modifications.
Attend meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
Develop acquisition objectives and milestones to obtain the contracted services within the timeframe demanded of the particular project.
Advise on all phases of negotiation with the contract specialist/contracting officer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level the Contracting and the Contracting Professional Career Level Certification within 36 months of appointment.
- Must be able to obtain/maintain a SECRET clearance.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 25% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Developing Performance Work Statements (PWS) or Statements of Work (SOW); 2) Creating Market Research Reports or coordinating input for Independent Government Estimates; and 3) Evaluating criteria for various complex procurement actions to develop contract strategies.
Education
