This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Assistant Program Manager Acquisition) position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, PM Terrestrial Sensors, located at Fort Belvoir, VA.
Duties
Exercises management control of all functional inputs to the program.
Making extensive use of technical resources external to the immediate project office, initiates, plans, and directs a variety of activities critical to mission accomplishment.
-Develops plans for accomplishment of assigned projects.
Directs effective utilization of project resources.
Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Must be able to obtain and maintain a Secret clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Specialized Experience: One year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service which includes: 1) Executing cost, schedule, and performance activities within the acquisition lifecycle framework; 2) Coordinating acquisition support activities to meet program objectives; 3) Supporting the development of complex acquisition strategy planning/documentation to manage the program portfolio; and 4) Executing the full range of contracting officer representative duties for assigned contracts which will include preparing proposal and funding requests, technical evaluations and ensuring quality of contract deliverables.
