You will serve as a FINANCIAL MANAGEMENT ANALYST in the RESOURCE MANAGEMENT OFFICE of NAVY MILITARY PAY OPERATIONS AND ACCOUNTING.
Duties
You will Provide high level financial support to both internal and external business partners.
You will develop and implement effective internal control policy to support traceability of accounting transactions for audit.
You will research, remediate and determine root cause of abnormal accounting conditions within the accounting system.
You will collaborate with company heads, stakeholders, customers, and system owners to determine the financial, business, and operational requirements and goals.
You will lead a team of employees in the accomplishment of work and support training initiatives for staff.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing financial data to identify problems and recommend solutions; 2) Interpreting policies, precedents, regulations, and guidelines of a financial functional area to advise on operational processes and procedures; 3) Leading teams to complete complex financial projects; and 4) Researching data and preparing complete financial accounting reports for leadership.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing financial data to determine accuracy of information; 2) Collaborating with various stakeholders to communicate expectations and resolve financial issues; 3) Monitoring, entering and extracting data from automated financial systems to support organizational programs; and 4) Utilizing Microsoft Applications (Excel, Word, PowerPoint) to create meaningful visualizations (graphs) using financial data storytelling through reports and presentations.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
GS-09
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
